| Question Number 1: Progressive pride flag I have undertaken a search of Wiltshire Council's planning portal and can find no evidence that the Trust has made the requisite application for the above flag. In that context, what steps did the Trust take before it chose to display the unauthorised flag on 1 June 2026? | |
| Answer To Question 1: The Trust displayed the Progress Pride Flag on 1 June 2026 as part of its annual recognition of Pride Month. At the time, the Trust understood that the flag could be displayed in the same way as the Rainbow Pride Flag. The Trust subsequently became aware that separate advertisement consent may be required for the Progress Pride Flag. | |
| Question Number 2: Who made the decision to display the unauthorised flag? | |
| Answer To Question 2: The decision formed part of the Trust's annual inclusion activities that include flying the Union Flag for Remembrance, the Stars and Stripes on July 4th to remember our heritage as a US Army Hospital and the contribution to the liberation of Europe and the Armed Forces Flag during Armed Forces Week and was made through the Trust's usual arrangements for equality, diversity and inclusion events and communications. | |

| Answer To Question 3: No application was made because the Trust was not aware at the time that advertisement consent may be required for the Progress Pride Flag. | |
| Question Number 4: What costs have been incurred in the purchase and display of the unauthorised flag, including staff time to erect it? | |
| Answer To Question 4: There is no cost attached to the purchase of the flag as it was donated. Staff time was under 10 minutes to fix the flag to the pole. | |
| Question Number 5: What steps are being taken to remove the unauthorised flag unless or until consent is sought for the advertisement? | |
| Answer To Question 5: The Trust is reviewing the position and considering the appropriate next steps in relation to advertisement consent requirements for all flags in the future. | |
